有關省(sheng)、自治區、直轄市(shi)、計(ji)劃單列市(shi)財政廳(ting)(局(ju))、農(nong)業農(nong)村(cun)(農(nong)牧)廳(ting)(局(ju)、委(wei))、融資擔保(bao)公司監(jian)督管理部門(men),人民銀行上(shang)海總部、各分行、各營業管理部、省(sheng)會(hui)(首府(fu))城(cheng)市(shi)中心(xin)支(zhi)行、各副省(sheng)級城(cheng)市(shi)中心(xin)支(zhi)行,國家(jia)農(nong)業信貸擔保(bao)聯盟(meng)有限責任(ren)公司:

2015年(nian)(nian)以(yi)(yi)來,各地認(ren)真(zhen)貫徹落實(shi)黨中央(yang)、國(guo)務(wu)院決策(ce)部署,積極推動全國(guo)農(nong)(nong)業(ye)(ye)信(xin)貸(dai)擔保體系(xi)建設運(yun)營(農(nong)(nong)業(ye)(ye)信(xin)貸(dai)擔保以(yi)(yi)下(xia)簡稱農(nong)(nong)擔),探索了有益經驗(yan),取得(de)了積極進(jin)展(zhan)。當前(qian),全國(guo)農(nong)(nong)擔體系(xi)框架已經基本建立,服務(wu)能(neng)力不(bu)斷提升(sheng),業(ye)(ye)務(wu)規模加快發(fa)(fa)展(zhan),但也存(cun)在業(ye)(ye)務(wu)發(fa)(fa)展(zhan)不(bu)均衡(heng)、服務(wu)對(dui)象不(bu)精(jing)準、存(cun)在一(yi)定風險隱患等問題。根據(ju)2019年(nian)(nian)和2020年(nian)(nian)中央(yang)一(yi)號文(wen)件有關要求,以(yi)(yi)及2018年(nian)(nian)全國(guo)農(nong)(nong)擔工作視頻會(hui)議精(jing)神(shen),為進(jin)一(yi)步明確目(mu)標(biao)、落實(shi)責任、完善機制(zhi)、嚴明紀律(lv),促進(jin)全國(guo)農(nong)(nong)擔體系(xi)健康可持續發(fa)(fa)展(zhan),現就有關事項通知如(ru)下(xia)。

一(yi)、提高政治(zhi)站位,牢牢把握全(quan)國農擔體系的政策性定位

(一(yi))深刻認識農(nong)擔(dan)工(gong)作(zuo)的(de)重(zhong)大意(yi)義(yi)。建立健全(quan)全(quan)國(guo)農(nong)擔(dan)體(ti)(ti)系,是(shi)完(wan)善我國(guo)農(nong)業支持保(bao)(bao)護體(ti)(ti)系、深化(hua)農(nong)村(cun)金(jin)融改革的(de)重(zhong)大創新,是(shi)推(tui)動解決農(nong)業適度(du)(du)規模(mo)經營(ying)中的(de)融資難題(ti)、激(ji)發(fa)其內生活(huo)力(li)的(de)重(zhong)要(yao)(yao)手(shou)段,是(shi)財(cai)政撬動金(jin)融資本(ben)、引導社會資本(ben)投向農(nong)業的(de)重(zhong)要(yao)(yao)紐帶,是(shi)構(gou)建服務(wu)鄉村(cun)振興(xing)戰略多元投入(ru)機制的(de)重(zhong)要(yao)(yao)布局,中央一(yi)號(hao)文件連續五年(nian)對全(quan)國(guo)農(nong)擔(dan)工(gong)作(zuo)作(zuo)出部署、提出要(yao)(yao)求。各地(di)要(yao)(yao)切實提高(gao)政治站位,以服務(wu)農(nong)業適度(du)(du)規模(mo)經營(ying)為己(ji)任,不忘初心、牢記使命,勇于擔(dan)當、主(zhu)動作(zuo)為,提高(gao)農(nong)擔(dan)業務(wu)覆蓋(gai)面和普惠性(xing),全(quan)力(li)助(zhu)推(tui)鄉村(cun)產業振興(xing)和農(nong)業現代化(hua)。要(yao)(yao)切實加大對貧(pin)(pin)困(kun)(kun)(kun)地(di)區(qu)(qu)(qu)的(de)擔(dan)保(bao)(bao)服務(wu)力(li)度(du)(du),實現“三區(qu)(qu)(qu)三州”等深度(du)(du)貧(pin)(pin)困(kun)(kun)(kun)地(di)區(qu)(qu)(qu)農(nong)擔(dan)業務(wu)全(quan)覆蓋(gai),助(zhu)力(li)貧(pin)(pin)困(kun)(kun)(kun)地(di)區(qu)(qu)(qu)發(fa)展壯大農(nong)業產業,帶動貧(pin)(pin)困(kun)(kun)(kun)戶脫貧(pin)(pin)增收。

(二)始(shi)終確保全(quan)國(guo)(guo)農擔(dan)(dan)(dan)體系的(de)(de)獨(du)(du)立性(xing)。獨(du)(du)立性(xing)是(shi)確保全(quan)國(guo)(guo)農擔(dan)(dan)(dan)體系緊密可控、專注經營(ying)的(de)(de)機(ji)制基礎,各地(di)要(yao)切(qie)實(shi)加大工作(zuo)(zuo)力度、堅持政(zheng)策定位,確保省級(ji)農擔(dan)(dan)(dan)公司作(zuo)(zuo)為一(yi)級(ji)企業法人管理,由省級(ji)財(cai)政(zheng)部(bu)門(men)直接履行(xing)出資人職責,實(shi)現法人、業務、財(cai)務、考核、管理“五獨(du)(du)立”,以獨(du)(du)立性(xing)來保障政(zheng)策性(xing)、專注性(xing),從管理機(ji)制的(de)(de)頂層設計上避免政(zheng)策性(xing)業務邊緣化(hua)和外部(bu)風(feng)險的(de)(de)導(dao)入。農業總(zong)產值占國(guo)(guo)民生產總(zong)值高于(yu)1%(含(han))的(de)(de)地(di)區,2020年年底前未(wei)實(shi)現省級(ji)農擔(dan)(dan)(dan)公司獨(du)(du)立性(xing)要(yao)求的(de)(de),不再享(xiang)受中央財(cai)政(zheng)對農擔(dan)(dan)(dan)的(de)(de)補(bu)獎政(zheng)策。按(an)照(zhao)《財(cai)政(zheng)部(bu) 農業部(bu) 銀監會(hui)(hui)關于(yu)做好(hao)(hao)全(quan)國(guo)(guo)農業信貸(dai)擔(dan)(dan)(dan)保工作(zuo)(zuo)的(de)(de)通知》(財(cai)農〔2017〕40號)組(zu)建起來的(de)(de)各級(ji)農擔(dan)(dan)(dan)工作(zuo)(zuo)指導(dao)委員(yuan)會(hui)(hui)及其辦事機(ji)構(gou),要(yao)進(jin)一(yi)步發揮好(hao)(hao)職能作(zuo)(zuo)用,強(qiang)化(hua)指導(dao),確保農擔(dan)(dan)(dan)體系緊密可控、獨(du)(du)立運營(ying)。

(三)嚴(yan)格(ge)(ge)執(zhi)行(xing)政(zheng)策性業(ye)(ye)(ye)(ye)務范(fan)圍和標準。省(sheng)級農(nong)(nong)(nong)(nong)(nong)(nong)擔(dan)(dan)公(gong)司要(yao)嚴(yan)格(ge)(ge)執(zhi)行(xing)“雙控”規定,服務范(fan)圍限定為農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)生(sheng)(sheng)產(chan)(chan)(包括農(nong)(nong)(nong)(nong)(nong)(nong)林(lin)牧漁(yu)生(sheng)(sheng)產(chan)(chan)和農(nong)(nong)(nong)(nong)(nong)(nong)田建(jian)設,下同(tong))及與農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)生(sheng)(sheng)產(chan)(chan)直接相(xiang)關的(de)(de)(de)產(chan)(chan)業(ye)(ye)(ye)(ye)融合項目(指縣域(yu)范(fan)圍內,向農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)生(sheng)(sheng)產(chan)(chan)者提供農(nong)(nong)(nong)(nong)(nong)(nong)資、農(nong)(nong)(nong)(nong)(nong)(nong)技、農(nong)(nong)(nong)(nong)(nong)(nong)機,農(nong)(nong)(nong)(nong)(nong)(nong)產(chan)(chan)品收(shou)購、倉儲保(bao)鮮(xian)、銷售、初(chu)加(jia)工,以及農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)新(xin)業(ye)(ye)(ye)(ye)態等服務的(de)(de)(de)項目),突(tu)出對(dui)糧食、生(sheng)(sheng)豬(zhu)等重要(yao)農(nong)(nong)(nong)(nong)(nong)(nong)產(chan)(chan)品生(sheng)(sheng)產(chan)(chan)的(de)(de)(de)支持(chi);擔(dan)(dan)保(bao)規模(mo)限定為單戶在(zai)保(bao)余額(e)不超過(guo)1000萬元。省(sheng)級農(nong)(nong)(nong)(nong)(nong)(nong)擔(dan)(dan)公(gong)司只能開展“雙控”業(ye)(ye)(ye)(ye)務,加(jia)快消(xiao)化存量“雙控”外(wai)業(ye)(ye)(ye)(ye)務,同(tong)時10萬元-300萬元的(de)(de)(de)政(zheng)策性業(ye)(ye)(ye)(ye)務在(zai)保(bao)余額(e)不得低(di)于總擔(dan)(dan)保(bao)余額(e)的(de)(de)(de)70%。

二、穩步做大業務(wu)規模(mo),充分發揮政策性農擔(dan)職能作(zuo)用(yong)

(四)加強(qiang)自身能力(li)建(jian)設(she)。省級農(nong)擔公司要(yao)高度重視發(fa)展壯大專職(zhi)人員隊(dui)伍(wu),探索建(jian)立(li)專職(zhi)人員隊(dui)伍(wu)與業(ye)務規模相適應的動態平(ping)衡機制,采取(qu)垂直化(hua)(hua)、扁平(ping)化(hua)(hua)管(guan)理(li)方(fang)式(shi)持(chi)續推進基(ji)層(ceng)(ceng)服務網絡(luo)建(jian)設(she),避免層(ceng)(ceng)層(ceng)(ceng)設(she)機構,逐步將(jiang)分公司、辦事處等分支機構下沉到市縣(xian)、基(ji)層(ceng)(ceng),同(tong)時(shi)注意精(jing)耕細作(zuo)、區域推進。要(yao)加強(qiang)業(ye)務開拓、風(feng)險防(fang)控并重的自身能力(li)建(jian)設(she),牢牢把握(wo)項目發(fa)現、調查、評審主動權(quan),掌(zhang)握(wo)“第一手”信(xin)用(yong)信(xin)息和信(xin)貸(dai)需求(qiu),綜合運用(yong)信(xin)用(yong)“軟(ruan)信(xin)息”和經營“硬數(shu)據”,總結提煉符合農(nong)業(ye)生(sheng)產和農(nong)村信(xin)用(yong)特征的產品模式(shi),加快形成在客戶發(fa)掘、產品創新、風(feng)險評價、保后服務、風(feng)險化(hua)(hua)解等方(fang)面的核(he)心競爭力(li)。

(五)合(he)(he)力(li)做大(da)(da)業(ye)(ye)(ye)(ye)務(wu)(wu)規模(mo)。銀行(xing)業(ye)(ye)(ye)(ye)金融機(ji)(ji)構要(yao)積極創(chuang)新農(nong)(nong)(nong)(nong)民(min)合(he)(he)作(zuo)社、家庭農(nong)(nong)(nong)(nong)場、農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)社會(hui)化服(fu)務(wu)(wu)組織、種養(yang)大(da)(da)戶、小微(wei)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)等(deng)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)適度規模(mo)經(jing)營主(zhu)體流動資金貸(dai)款(kuan)(kuan)(kuan)服(fu)務(wu)(wu)模(mo)式(shi),對符合(he)(he)放貸(dai)條件的(de)(de)(de)(de)農(nong)(nong)(nong)(nong)擔(dan)項目(mu)同意(yi)續(xu)貸(dai)的(de)(de)(de)(de),通過新發放貸(dai)款(kuan)(kuan)(kuan)結清已(yi)有貸(dai)款(kuan)(kuan)(kuan)等(deng)形式(shi),允(yun)許其(qi)繼續(xu)使用貸(dai)款(kuan)(kuan)(kuan)資金。省級(ji)農(nong)(nong)(nong)(nong)擔(dan)公(gong)司要(yao)主(zhu)動加強與各級(ji)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)農(nong)(nong)(nong)(nong)村部門以及基(ji)層政(zheng)(zheng)府(fu)的(de)(de)(de)(de)深(shen)度合(he)(he)作(zuo),將做大(da)(da)政(zheng)(zheng)策(ce)性(xing)業(ye)(ye)(ye)(ye)務(wu)(wu)規模(mo)作(zuo)為核心(xin)任務(wu)(wu)。鼓勵(li)省級(ji)農(nong)(nong)(nong)(nong)擔(dan)公(gong)司拓展對農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)適度規模(mo)經(jing)營主(zhu)體的(de)(de)(de)(de)首貸(dai)業(ye)(ye)(ye)(ye)務(wu)(wu)。對已(yi)按規定妥善履行(xing)授信審(shen)批和(he)擔(dan)保審(shen)核職責的(de)(de)(de)(de)業(ye)(ye)(ye)(ye)務(wu)(wu)人員實行(xing)盡(jin)職免責。各地可(ke)結合(he)(he)實際加強農(nong)(nong)(nong)(nong)擔(dan)與其(qi)他支農(nong)(nong)(nong)(nong)工具(ju)的(de)(de)(de)(de)政(zheng)(zheng)策(ce)銜(xian)接,放大(da)(da)財政(zheng)(zheng)支農(nong)(nong)(nong)(nong)效應。市縣政(zheng)(zheng)府(fu)可(ke)與省級(ji)農(nong)(nong)(nong)(nong)擔(dan)公(gong)司共同探索(suo)建立風險(xian)補償(chang)機(ji)(ji)制,強化地方政(zheng)(zheng)府(fu)部門業(ye)(ye)(ye)(ye)務(wu)(wu)推介和(he)風險(xian)源頭管控(kong)的(de)(de)(de)(de)責任擔(dan)當。

三、堅持底線思維(wei),不斷健(jian)全農擔風(feng)險(xian)防控(kong)機制

(六)完(wan)善(shan)風(feng)險防控機(ji)制。省(sheng)級農(nong)擔(dan)(dan)(dan)公(gong)司要(yao)(yao)(yao)發(fa)揮農(nong)擔(dan)(dan)(dan)專注、專業(ye)優勢,將(jiang)擔(dan)(dan)(dan)保(bao)規模(mo)、期(qi)限、項目類型(xing)等風(feng)控因素融入產品設計(ji),開發(fa)短、中、長期(qi)多種(zhong)類型(xing)農(nong)擔(dan)(dan)(dan)產品,避免擔(dan)(dan)(dan)保(bao)期(qi)限與農(nong)業(ye)生產周期(qi)、經營周期(qi)、災害周期(qi)等錯配及(ji)應(ying)急轉貸(dai)不暢衍生的(de)擔(dan)(dan)(dan)保(bao)風(feng)險,鼓勵采取信用反擔(dan)(dan)(dan)保(bao)等符(fu)合(he)農(nong)業(ye)農(nong)村實際的(de)反擔(dan)(dan)(dan)保(bao)措施。要(yao)(yao)(yao)增強擔(dan)(dan)(dan)保(bao)履(lv)約(yue)能(neng)力(li),完(wan)善(shan)銀(yin)擔(dan)(dan)(dan)合(he)作機(ji)制,嚴格審核有(you)(you)銀(yin)行(xing)信貸(dai)記錄主體的(de)擔(dan)(dan)(dan)保(bao)申請,防止(zhi)銀(yin)行(xing)業(ye)金(jin)融機(ji)構將(jiang)應(ying)由自身(shen)承擔(dan)(dan)(dan)的(de)貸(dai)款(kuan)風(feng)險轉由農(nong)擔(dan)(dan)(dan)公(gong)司承擔(dan)(dan)(dan),避免占用有(you)(you)限的(de)擔(dan)(dan)(dan)保(bao)資源,增加(jia)借款(kuan)主體的(de)綜合(he)融資成本。要(yao)(yao)(yao)切實加(jia)強保(bao)后服務(wu)與管理,鼓勵采取多種(zhong)有(you)(you)效(xiao)方(fang)式(shi)及(ji)時盤活和處置風(feng)險項目,代(dai)償(chang)項目要(yao)(yao)(yao)加(jia)大追償(chang)力(li)度,最大限度降(jiang)低損(sun)失。要(yao)(yao)(yao)發(fa)揮公(gong)司主體作用和政府(fu)主導作用,嚴厲打擊各種(zhong)逃廢(fei)債行(xing)為,維護農(nong)村信用環境。

(七)充分利(li)用數據(ju)信(xin)息(xi)(xi)。省(sheng)級(ji)(ji)農(nong)(nong)擔(dan)(dan)公(gong)司要接入人民銀行(xing)征信(xin)系(xi)統,鼓勵(li)省(sheng)級(ji)(ji)農(nong)(nong)擔(dan)(dan)公(gong)司與征信(xin)機(ji)構(gou)和評級(ji)(ji)機(ji)構(gou)開(kai)展合作,進一步提(ti)高銀擔(dan)(dan)業務合作效率和風險(xian)防控水(shui)平。各(ge)級(ji)(ji)農(nong)(nong)擔(dan)(dan)公(gong)司要加快建立健全(quan)農(nong)(nong)擔(dan)(dan)信(xin)息(xi)(xi)系(xi)統,結合農(nong)(nong)業農(nong)(nong)村(cun)部(bu)(bu)(bu)新型(xing)農(nong)(nong)業經營主體(ti)信(xin)息(xi)(xi)直報(bao)(bao)系(xi)統等信(xin)息(xi)(xi)化、智能化手段和技(ji)術,深度挖掘(jue)數據(ju)價值(zhi),創新農(nong)(nong)擔(dan)(dan)產品和再(zai)擔(dan)(dan)保(bao)產品設計(ji),降低信(xin)息(xi)(xi)不對(dui)稱(cheng)導致(zhi)的風險(xian)。省(sheng)級(ji)(ji)農(nong)(nong)擔(dan)(dan)公(gong)司要按(an)月向本(ben)(ben)級(ji)(ji)財(cai)(cai)政部(bu)(bu)(bu)門報(bao)(bao)送擔(dan)(dan)保(bao)業務和代(dai)償風險(xian)統計(ji)報(bao)(bao)告(gao),保(bao)證數據(ju)的真實性(xing)、全(quan)面性(xing)、連續性(xing),并抄報(bao)(bao)本(ben)(ben)級(ji)(ji)農(nong)(nong)業農(nong)(nong)村(cun)等相(xiang)關部(bu)(bu)(bu)門、財(cai)(cai)政部(bu)(bu)(bu)當(dang)地(di)監(jian)管局(ju)和國家(jia)農(nong)(nong)業信(xin)貸擔(dan)(dan)保(bao)聯盟(meng)有限責任(ren)公(gong)司(以下簡稱(cheng)國家(jia)農(nong)(nong)擔(dan)(dan)公(gong)司),國家(jia)農(nong)(nong)擔(dan)(dan)公(gong)司匯總(zong)分析后報(bao)(bao)送財(cai)(cai)政部(bu)(bu)(bu),并抄報(bao)(bao)農(nong)(nong)業農(nong)(nong)村(cun)部(bu)(bu)(bu)、銀保(bao)監(jian)會,為財(cai)(cai)政支(zhi)農(nong)(nong)政策決策提(ti)供數據(ju)支(zhi)撐。

(八)發(fa)(fa)揮國家(jia)農(nong)擔(dan)(dan)(dan)(dan)(dan)公司(si)職能作用。國家(jia)農(nong)擔(dan)(dan)(dan)(dan)(dan)公司(si)要進(jin)(jin)一步加(jia)強對省級(ji)(ji)(ji)(ji)農(nong)擔(dan)(dan)(dan)(dan)(dan)公司(si)政(zheng)策(ce)性業務開展(zhan)(zhan)、風(feng)(feng)險(xian)(xian)防控(kong)等(deng)方面的經(jing)驗總結和(he)培訓推(tui)廣,推(tui)動總對總戰(zhan)略合作協(xie)議落地,促進(jin)(jin)各(ge)地農(nong)擔(dan)(dan)(dan)(dan)(dan)業務均衡(heng)發(fa)(fa)展(zhan)(zhan)。要對省級(ji)(ji)(ji)(ji)農(nong)擔(dan)(dan)(dan)(dan)(dan)公司(si)的體系(xi)建設、業務發(fa)(fa)展(zhan)(zhan)、風(feng)(feng)險(xian)(xian)管(guan)控(kong)能力(li)水平等(deng)方面進(jin)(jin)行評估(gu)分析,為(wei)完善全國農(nong)擔(dan)(dan)(dan)(dan)(dan)政(zheng)策(ce)提供(gong)基礎性參考。要充分發(fa)(fa)揮對省級(ji)(ji)(ji)(ji)農(nong)擔(dan)(dan)(dan)(dan)(dan)公司(si)的支撐(cheng)和(he)服務作用,體現政(zheng)策(ce)性再(zai)(zai)擔(dan)(dan)(dan)(dan)(dan)保(bao)優勢(shi),降(jiang)低再(zai)(zai)擔(dan)(dan)(dan)(dan)(dan)保(bao)費率,及時給予(yu)代償(chang)(chang)補償(chang)(chang)。要完善再(zai)(zai)擔(dan)(dan)(dan)(dan)(dan)保(bao)業務模式,在自身經(jing)營(ying)可(ke)持續基礎上,探索建立對各(ge)地再(zai)(zai)擔(dan)(dan)(dan)(dan)(dan)保(bao)風(feng)(feng)險(xian)(xian)分戶管(guan)理,重點發(fa)(fa)揮系(xi)統(tong)性風(feng)(feng)險(xian)(xian)救助作用,限額不兜(dou)底,在合理分擔(dan)(dan)(dan)(dan)(dan)省級(ji)(ji)(ji)(ji)農(nong)擔(dan)(dan)(dan)(dan)(dan)公司(si)風(feng)(feng)險(xian)(xian)的同時,避免信息不對稱和(he)風(feng)(feng)險(xian)(xian)上移產生道(dao)德風(feng)(feng)險(xian)(xian)和(he)引發(fa)(fa)系(xi)統(tong)性風(feng)(feng)險(xian)(xian)。

四(si)、健全激勵約束機制,層(ceng)層(ceng)落(luo)實(shi)農擔工作責任(ren)

(九)完善財政(zheng)(zheng)(zheng)(zheng)“一(yi)補(bu)(bu)(bu)一(yi)獎(jiang)(jiang)(jiang)”政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)。中(zhong)央(yang)財政(zheng)(zheng)(zheng)(zheng)對政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)性農擔(dan)(dan)(dan)(dan)業(ye)(ye)(ye)務(wu)實行擔(dan)(dan)(dan)(dan)保(bao)(bao)費(fei)用(yong)(yong)(yong)補(bu)(bu)(bu)助(zhu)和(he)業(ye)(ye)(ye)務(wu)獎(jiang)(jiang)(jiang)補(bu)(bu)(bu),自2021年(nian)(nian)起五年(nian)(nian)內,擔(dan)(dan)(dan)(dan)保(bao)(bao)費(fei)用(yong)(yong)(yong)補(bu)(bu)(bu)助(zhu)資金按(an)照“政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)性業(ye)(ye)(ye)務(wu)規(gui)模(上(shang)(shang)年(nian)(nian)末政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)性業(ye)(ye)(ye)務(wu)在保(bao)(bao)余額(e)與(yu)上(shang)(shang)年(nian)(nian)新增(zeng)當年(nian)(nian)解保(bao)(bao)且(qie)實際(ji)擔(dan)(dan)(dan)(dan)保(bao)(bao)期限6個月以上(shang)(shang)的政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)性業(ye)(ye)(ye)務(wu)規(gui)模之和(he),下同)×補(bu)(bu)(bu)助(zhu)比例(1.5%)×獎(jiang)(jiang)(jiang)補(bu)(bu)(bu)系數”測算(suan),業(ye)(ye)(ye)務(wu)獎(jiang)(jiang)(jiang)補(bu)(bu)(bu)資金按(an)照“政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)性業(ye)(ye)(ye)務(wu)規(gui)模×獎(jiang)(jiang)(jiang)補(bu)(bu)(bu)比例(1%)×獎(jiang)(jiang)(jiang)補(bu)(bu)(bu)系數”測算(suan),并(bing)按(an)照各地(di)落實上(shang)(shang)年(nian)(nian)中(zhong)央(yang)財政(zheng)(zheng)(zheng)(zheng)獎(jiang)(jiang)(jiang)補(bu)(bu)(bu)資金情況進行結算(suan)。省級(ji)財政(zheng)(zheng)(zheng)(zheng)要進一(yi)步建立健全擔(dan)(dan)(dan)(dan)保(bao)(bao)費(fei)用(yong)(yong)(yong)補(bu)(bu)(bu)助(zhu)和(he)業(ye)(ye)(ye)務(wu)獎(jiang)(jiang)(jiang)補(bu)(bu)(bu)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce),支持(chi)省級(ji)農擔(dan)(dan)(dan)(dan)公(gong)(gong)司(si)降(jiang)(jiang)低擔(dan)(dan)(dan)(dan)保(bao)(bao)費(fei)用(yong)(yong)(yong)和(he)應(ying)對代償風(feng)險(xian),確保(bao)(bao)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)性農擔(dan)(dan)(dan)(dan)業(ye)(ye)(ye)務(wu)貸款(kuan)主體實際(ji)負(fu)擔(dan)(dan)(dan)(dan)的擔(dan)(dan)(dan)(dan)保(bao)(bao)費(fei)率(lv)不超過0.8%(政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)性扶貧(pin)項目不超過0.5%),同時鼓勵銀行業(ye)(ye)(ye)金融(rong)(rong)機構履行支農支小職責,降(jiang)(jiang)低省級(ji)農擔(dan)(dan)(dan)(dan)公(gong)(gong)司(si)擔(dan)(dan)(dan)(dan)保(bao)(bao)貸款(kuan)利率(lv),切實降(jiang)(jiang)低綜(zong)合融(rong)(rong)資成(cheng)本。不鼓勵各地(di)長(chang)期通過貸款(kuan)貼息等方(fang)式(shi)過度降(jiang)(jiang)低融(rong)(rong)資成(cheng)本,防(fang)止貸款(kuan)主體資金挪用(yong)(yong)(yong)、無(wu)風(feng)險(xian)套(tao)利等行為對正(zheng)常融(rong)(rong)資需求產(chan)生擠出效應(ying),增(zeng)大擔(dan)(dan)(dan)(dan)保(bao)(bao)風(feng)險(xian)和(he)尋租空(kong)間(jian)。

(十(shi))實(shi)(shi)行績效評(ping)(ping)(ping)價(jia)“雙掛鉤”。財(cai)政(zheng)(zheng)部(bu)、農(nong)業(ye)農(nong)村(cun)部(bu)對(dui)各(ge)地(di)農(nong)擔(dan)(dan)工作(zuo)情況(kuang)開(kai)展績效評(ping)(ping)(ping)價(jia),必要時請第(di)三(san)方(fang)機構參與(yu)。績效評(ping)(ping)(ping)價(jia)進一步強(qiang)化政(zheng)(zheng)策(ce)性(xing)導向,在可持續經(jing)營前(qian)提下(xia),不以營利為目的(de)(de),突出放大倍數、“雙控”政(zheng)(zheng)策(ce)執行、風險防控等核(he)心指標,評(ping)(ping)(ping)價(jia)結果(guo)與(yu)中央財(cai)政(zheng)(zheng)補獎資金(jin)規模掛鉤(評(ping)(ping)(ping)價(jia)表見(jian)附件(jian)1)。省級農(nong)擔(dan)(dan)公(gong)司(si)績效評(ping)(ping)(ping)價(jia)獨立(li)于金(jin)融類企業(ye)評(ping)(ping)(ping)價(jia)指標體系,省級財(cai)政(zheng)(zheng)部(bu)門(men)要充分(fen)考慮農(nong)擔(dan)(dan)業(ye)務開(kai)展和政(zheng)(zheng)策(ce)性(xing)職(zhi)能發(fa)(fa)揮的(de)(de)特(te)殊性(xing),按照本通知規定的(de)(de)績效評(ping)(ping)(ping)價(jia)評(ping)(ping)(ping)分(fen)指引要求(qiu)(詳(xiang)見(jian)附件(jian)2),會同(tong)農(nong)業(ye)農(nong)村(cun)等部(bu)門(men)制定對(dui)省級農(nong)擔(dan)(dan)公(gong)司(si)的(de)(de)績效評(ping)(ping)(ping)價(jia)辦法,評(ping)(ping)(ping)價(jia)結果(guo)與(yu)財(cai)政(zheng)(zheng)補獎資金(jin)規模及省級農(nong)擔(dan)(dan)公(gong)司(si)薪(xin)酬總額(e)、高管薪(xin)酬和職(zhi)務任免等掛鉤,切實(shi)(shi)發(fa)(fa)揮績效評(ping)(ping)(ping)價(jia)的(de)(de)指揮棒作(zuo)用(yong)。

(十一(yi))完(wan)善(shan)監(jian)(jian)(jian)督(du)指導機制。各(ge)地(di)要尊重省(sheng)級農(nong)擔公司市場(chang)主(zhu)體地(di)位,按照現代企業法人治理及(ji)(ji)“放管(guan)(guan)(guan)服(fu)”要求完(wan)善(shan)監(jian)(jian)(jian)督(du)管(guan)(guan)(guan)理,在履行好“三重一(yi)大(da)(da)”等(deng)重大(da)(da)事項(xiang)、政(zheng)策(ce)性職能(neng)發揮等(deng)監(jian)(jian)(jian)管(guan)(guan)(guan)職能(neng)的同(tong)(tong)時(shi),賦予其經營決策(ce)自主(zhu)權(quan),避(bi)免重復(fu)審計、檢查、考核。同(tong)(tong)時(shi),對于偏離政(zheng)策(ce)性要求、業務拓展遲緩、風險防控薄弱,以(yi)及(ji)(ji)刻意(yi)隱瞞問題(ti)的,省(sheng)級財政(zheng)部(bu)門(men)要會同(tong)(tong)有關部(bu)門(men)加強(qiang)指導和(he)監(jian)(jian)(jian)督(du),必要時(shi)財政(zheng)部(bu)、農(nong)業農(nong)村部(bu)、銀保監(jian)(jian)(jian)會將(jiang)采取約談(tan)省(sheng)級有關主(zhu)管(guan)(guan)(guan)部(bu)門(men)等(deng)方式加以(yi)督(du)促,并(bing)委托財政(zheng)部(bu)當地(di)監(jian)(jian)(jian)管(guan)(guan)(guan)局進(jin)行專項(xiang)督(du)查。

(十二)加(jia)強(qiang)組(zu)織領導(dao)。各地(di)(di)(di)要(yao)(yao)建立健全省(sheng)級(ji)(ji)農(nong)(nong)(nong)(nong)(nong)擔(dan)(dan)(dan)(dan)公司(si)管(guan)理(li)機制(zhi),強(qiang)化各級(ji)(ji)農(nong)(nong)(nong)(nong)(nong)擔(dan)(dan)(dan)(dan)工(gong)作指導(dao)委(wei)員會及(ji)其(qi)辦事(shi)機構(gou)(gou)作用,全面(mian)加(jia)強(qiang)對農(nong)(nong)(nong)(nong)(nong)擔(dan)(dan)(dan)(dan)公司(si)的指導(dao)、監管(guan)和(he)(he)考核(he),形成推動(dong)農(nong)(nong)(nong)(nong)(nong)擔(dan)(dan)(dan)(dan)工(gong)作合力。各地(di)(di)(di)要(yao)(yao)統(tong)籌農(nong)(nong)(nong)(nong)(nong)擔(dan)(dan)(dan)(dan)與(yu)其(qi)他(ta)財(cai)(cai)政(zheng)(zheng)(zheng)支農(nong)(nong)(nong)(nong)(nong)政(zheng)(zheng)(zheng)策、形成合力,省(sheng)級(ji)(ji)財(cai)(cai)政(zheng)(zheng)(zheng)部(bu)(bu)門(men)要(yao)(yao)會同農(nong)(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)(nong)村等(deng)(deng)部(bu)(bu)門(men)制(zhi)定本地(di)(di)(di)農(nong)(nong)(nong)(nong)(nong)擔(dan)(dan)(dan)(dan)工(gong)作政(zheng)(zheng)(zheng)策文件,并于每年(nian)(nian)2月(yue)底前將(jiang)上年(nian)(nian)農(nong)(nong)(nong)(nong)(nong)擔(dan)(dan)(dan)(dan)工(gong)作總結和(he)(he)績(ji)效(xiao)自評報告(包括情況說(shuo)明、附表和(he)(he)基礎數據(ju)材(cai)料(liao)等(deng)(deng))報送(song)財(cai)(cai)政(zheng)(zheng)(zheng)部(bu)(bu)、農(nong)(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)(nong)村部(bu)(bu)和(he)(he)財(cai)(cai)政(zheng)(zheng)(zheng)部(bu)(bu)當(dang)地(di)(di)(di)監管(guan)局。各地(di)(di)(di)對報送(song)材(cai)料(liao)和(he)(he)數據(ju)的真實(shi)性、準確性負責(ze),必要(yao)(yao)時財(cai)(cai)政(zheng)(zheng)(zheng)部(bu)(bu)、農(nong)(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)(nong)村部(bu)(bu)委(wei)托第三方機構(gou)(gou)進(jin)行抽(chou)查復核(he),一旦(dan)發(fa)現問(wen)題,視情況輕重(zhong)相應(ying)下調(diao)評價(jia)等(deng)(deng)級(ji)(ji)和(he)(he)中央財(cai)(cai)政(zheng)(zheng)(zheng)獎補系數。省(sheng)級(ji)(ji)農(nong)(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)(nong)村部(bu)(bu)門(men)會同財(cai)(cai)政(zheng)(zheng)(zheng)等(deng)(deng)有(you)關部(bu)(bu)門(men)細(xi)化省(sheng)級(ji)(ji)農(nong)(nong)(nong)(nong)(nong)擔(dan)(dan)(dan)(dan)公司(si)“雙控”業務具(ju)體范圍,于2020年(nian)(nian)6月(yue)30日前報農(nong)(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)(nong)村部(bu)(bu)、財(cai)(cai)政(zheng)(zheng)(zheng)部(bu)(bu)備案后(hou)(hou)實(shi)施(抄(chao)送(song)國(guo)家農(nong)(nong)(nong)(nong)(nong)擔(dan)(dan)(dan)(dan)公司(si),以后(hou)(hou)年(nian)(nian)度有(you)調(diao)整的,應(ying)于當(dang)年(nian)(nian)3月(yue)31日前報備),并在績(ji)效(xiao)評價(jia)時對“雙控”和(he)(he)政(zheng)(zheng)(zheng)策性業務規模(mo)進(jin)行確認。各省(sheng)級(ji)(ji)融資擔(dan)(dan)(dan)(dan)保公司(si)監督管(guan)理(li)部(bu)(bu)門(men)負責(ze)加(jia)強(qiang)對農(nong)(nong)(nong)(nong)(nong)擔(dan)(dan)(dan)(dan)機構(gou)(gou)的監管(guan),提高行政(zheng)(zheng)(zheng)審批和(he)(he)備案事(shi)項(xiang)的工(gong)作效(xiao)率(lv)。

本(ben)通知自印發(fa)之(zhi)日起施行。財農〔2017〕40號(hao)文件(jian)仍然有(you)效,但與本(ben)通(tong)知規(gui)定不一致的,按(an)照本通(tong)知執行
